Data usage settings 16 filled, drawn in the filled style of Fluent UI System Icons. A gear reads as app settings. If you also have filters on the same screen, give them a different icon so the two don't get mixed up.
It's a solid shape on a 16 × 16 grid. Solid icons stay readable at small sizes and recolour cleanly.
