Scan camera 28 filled, drawn in the filled style of Fluent UI System Icons. It means "take a photo" or "change picture". A tiny camera on top of an avatar is a common way to say "edit photo".
It's a solid shape on a 28 × 28 grid. It holds up well at 16 px and takes any colour cleanly.
